Abstract
Following the privatisation of the electric utility industry, an increasing demand has been placed on the reliability and accuracy of the installed energy meters measuring the exchange of energy and the resulting exchange of funds between supplier and customer. This paper presents a new approach for testing power system electrical energy meters. The test device uses voltage and current sources, which in accuracy and stability are comparable to those of a reference meter. As these sources themselves are referenced to the national standard, the need for a reference meter is eliminated
