Abstract :
Many techniques have been used to develop priorities, or weights, for a set of decision-making factors. These include multidimensional scaling, regression analysis, analytic hierarchy process, mathematical programming and Logit. In this paper, the “factors” are considered to be the relevant decision issues in strategic planning. A quadratic goal programming approach for determining the weights for a set of strategic issues is presented. The procedure starts with pair-wise comparison ratings that are derived by using triads of the issues
