The core of Shipping centers is service, china\´s construction of shipping center the is an important service policy. Summing up the work of previous scholars related to the international shipping centers, there is almost no study on the international shipping center or port competitiveness evaluation index system. The Set-Pair Analy- sis method is applied to process competitiveness evaluating index system of selected international shipping center, and then makes the comparison and analysis of the sample rank and the original result of the literature. On this basis, select suitable indicator as the first indicator, and choose six international shipping centers as samples, explain the reason why Rotterdam and Singapore are part of "international shipping center" with more ingredients and Shanghai, Hong Kong, London are part of "international shipping center" with less composition.
