After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The practice of various countries´ economic growth shows the strong facts that countries have different economic growth rate and the difference is more or less due to technical innovation. So this article discusses the function mechanism between technical innovation and economic, builds an index system of technical innovation. By SPSS the article analyzes the correlation between technical innovation and economic growth and classifies these countries by their different technical innovation ability based on statistical data. This classify is almost developed countries and developing countries to a certain extent. Then the article shows several representative countries´ efforts and insufficient on technical innovation, also give some suggestions to developing countries on making good use of technical innovation to promote the economic growth.
