Abstract :
Summary form only given. Western TQM philosophies are an amalgam of the ideas evolving from Western quality gurus that focus on fulfilling customer expectations as the result of continuous improvement. These gurus´ philosophies form the corner stone of quality management theories. For most organizations implementing TQM causes significant changes that may impact on organizational structure, organizational culture, leadership, or design process. It is envisaged that the best road map for these changes is strategic planning process that supports the organization´s vision. The examination criteria of the European Quality Award and the Malcolm Baldrige National Quality Award are used to compare with the Global Total Quality Management Strategies (GTQMS) developed using the quality function deployment (QFD) methodology. The QFD will help organizations self-assessing their business management strategies to identify their strengths and weaknesses as well as improvement priorities. Existing TQM philosophies and practices are quite dehumanizing because they are mostly dominated by corporate and business interests. TQM processes should embody and promote concepts of wisdom originated and inherited from the cultures of the nations. A new hypothesis is proposed that successful implementation of TQM philosophies in different countries with different cultures, beliefs, and traditions should have their tailor-designed TQM strategies. A Global Total Quality Management Strategy (GTQMS) model for neo-Confucian countries combining the Western quality gurus´ philosophies and Confucius´ teaching is suggested
