Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
Chinese government has been bothered by the problems for many years that the investments of the government project are always out of control. The examining & approving system is the key of the control process for current government project. In order to avoid making false decision and overcoming the disadvantages of current systems, In the basis of the current problems existed in government-invested projects---disorder in “investment-build-management- use” and the poor effect of the restrain and management system, this paper suggested that the government should reform its current approving system, setting up efficient entities charging the affairs of approving.
