Abstract
Summary form only given. A diagnostic tool for examining a research project from inception through transfer of the results has been developed. This instrument allows examination of ten factors for success. In addition, a methodology for application of this diagnostic was developed which uses TQM techniques to identify potential improvements in both the research process and the administrative process. Effective use of these tools can help in improving the effectiveness of the research process and subsequent knowledge transfer
