Summary form only as given. The National Oceanic and Atmospheric Administration (NOAA) has not traditionally been concerned with science and technology commercialization. In March 1997, NOAA launched the Center for Technology Innovation in Charleston, South Carolina, USA-a region not generally known for technology entrepreneurship. This paper discusses the antecedents to NOAA´s launching this experiential learning laboratory and steps taken to make it successful
