Abstract :
Based on reviewing and inducing the domestic and overseas research achievements, this article detailedly analyzed causes, modes and risks of e-government system outsourcing. The causes mainly include financial cost, strategy and IT ablity. The modes are BOT, BOO and BT. According to IT outsourcing, a risk factor framework is built to show e-government systems outsourcing risks.
