After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Taking government as leadership, the “government + market” supplies mechanism of the countryside information service, can enhance the efficiency of utilizing and allocating information resources for government, can realize the transformation of government responsibility in the countryside information service supplies. The implementation of this mechanism will not only help to play a market information service enterprises in rural areas the role of the supply advantages, but also help government and the market supply of means to achieve their strengths complement each other so as to ensure that the demand of new information construction for information services are targetedly, timely and continually satisfied in rural areas.
