Abstract :
In the urban rail transit PPP project based on SB-OT mode, the determination of the concession term is the most critical factor to decide whether the project will succeed or not. The urban rail transit PPP project based on SB-OT mode is studied in this paper, where the influence factors of the project concession term are considered and the dynamic technical and economic method is used to analyze the optimal decision-making problem for the project company and government. The concession term decision-making model is established when the concession term is determined on the basis of ascertainment of project investment scale, which provides a method of theoretical analysis for decision-making analysis of the concession term of urban rail transit PPP project. The feasibility and practicability of the model is verified by the example.
