Abstract :
As a comprehensive system, operational capability of Engineering Regiment is very complex to evaluate. Principles to determine the index system is presented by analyzing a variety of technical factors and uncertainties. According to the principle of “task center and systemic argumentation”, the index system of operational capability evaluation of Engineering Regiment is established which consists of more than 20 categories of indexes. A matter element model of the level evaluation to assess the operational capability of Engineering Regiment is built up by combining quantitative analysis with qualitative analysis. The multi-ingredient fighting efficiency assessment is transformed into the single-object decision and the evaluation values can directly show the integrative level of the operational capability of Engineering Regiment. The application result shows that it´s simple and practical.
