Abstract :
Construction projects may have great negative impacts on local environment, society and economy during and after the building period. In this paper, a new social and environmental impacts evaluation approach for multi-purpose public projects is proposed. The social, environmental and economic benefits and disbenefits of the project stakeholders are analyzed to establish a multi-criteria evaluation hierarchy. Evaluation model is constructed and solved based on AHP (analytic hierarchy process). The proposed method is applied to the selection of the functional purpose combinatorial alternatives of Henan TV tower, a large scale multi-purpose public project. There are two purpose combinations to be selected. These two alternatives are evaluated using the proposed method to support the decision-making process.
