Discussion on status and improvement measures about law and regulations of railway construction in China

In order to reform and design the new law and standard system, statistical method and comparative approach were applied. The status was investigated through thousands of law and standard documents. The law and regulations of China´s railway construction were composed by four parts: law, administrative regulations, department rules and other normative documents. Normative documents take higher ratio of 47%. The government failed to establish clear management systems for standards. Many mandatory standards were not brought into the law system. According to the WTO requirements, the new standard system should combine with the law system and mandatory.
