In this paper, we propose an index system to measure enterprise R&D funds management capability, use factor analysis models to define the main factors which determine the impact of corporate R&D funds management capabilities. This system is used to empirically analyze R&D funds management situation of medium-sized enterprises of China from 1991 to 2007, and provide them some effective strategies to improve their technical innovation ability.
