After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The article starting with the performance evaluation´s objectives of universities´ governmental science and technology investment, determine basic principles of performance evaluation and build appraisal system according to the item features of universities´ government S&T investment. Assess and sort the performance from the year 2003 to 2008 by DEA Super which based on complete envelopment surface, provide a feasible method to assess and contrast the performance of universities´ government S&T Investment.
