Applying safety behavior science into safety control meets the need of present, and it is the tendency of modern safety management. In this paper, the organization factors (safety climate, safety culture, and organization safety behavior) and individual factors (safety consciousness and safety skill) which affect safety behaviors of staff, the staff safety behavior´s intervention methods (goal establishment, feedback and training) and the safety production´s characteristics in small and medium-sized enterprise(SMEs) (weak foundation, weak consciousness of protecting himself or herself, irregular Safety management) are analyzed. A safety management method for SMEs based of safety behavior is advised.
