Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Based on specifying the definition of the externality theory, this paper make a empirical analysis of the externality of education and training industry by the Feder model, obtain education and training spillovers and differences in the relative marginal productivity of factors of production. Besides, as education and training has strong externalities, it has positive external effects on the development of society and economy, education and training industry harmony is the manifestation of its own positive externalities. Therefore, promoting the development of China´s education and training industry development would have important theoretical value and practical significance in enhancing workforce quality, promoting social employment, transforming the mode of economic development, adjust and optimize the industrial structure, promoting the harmonious development of economy and society.
