  • Abstract
    Emergency management mechanisms for disaster prevention and mitigation mainly include three parts: disaster prevention mechanism, disaster guarantee mechanism, and post-disaster relief, rehabilitation, and reconstruction mechanisms. Prevention mechanism includes disaster warning mechanism, disaster emergency counterplan mechanism, disaster prevention and mitigation education mechanism. Guarantee mechanism includes organization guarantee, legal guarantee, rescue teams guarantee, rescue equipments support, disaster relief materials guarantee, relief funds guarantee, technical guarantee, international cooperation mechanism, social mobilization mechanism and the development of disaster supplies industry. Post-disaster relief, rehabilitation and reconstruction mechanisms include disaster rescue, repair and restoration, secondary disasters prevention in disaster areas, resettlement of victims and post-disaster assessment.
