After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Reference the management of state colleges and universities at home and abroad, according to Shenyang University´s own management features, this paper introduces the object management and performance evaluation design framework of Shenyang University, and describes the design of the framework of indicator system. Finally, the implementation of management by objectives, Shenyang University, the effectiveness of performance appraisal the statement.
