Abstract :
This paper mainly concerns the reasonable distribution of embedded cost considering reliability in transmission services under power market conditions. Built on analyzing the practical theories and recent practice on the net embedded cost of transmission services, a new pricing mode is introduced in this paper, which not only describes that users should afford a certain fare for the reliability of the power supply on the transaction, but also suggests the net companies arrange the supply reasonably and actively participate in net extension. This mode demonstrates a reasonable pricing signal plays a crucial role in the improvement of transmission reliability. This mode would bring the transmission services naturally acquired monopoly with some market characteristics.
