Contributions to e-Governance in the Republic of Moldova

This paper incorporates the basic ideas and essential postulates how the e-governance may be understood and implemented in the Republic of Moldova. It is intended as a response to the following questions of our time: What is the cause of the necessity to re-engineer the public administration? How can be created conditions of assurance the social equity, economic efficiency, information security of citizens? How to assure the viability of the public administration system within the frames of the "administration-citizen-business" triumvirate? How to overcome the process of estrangement of the citizen from the state problems, so that the citizen becomes the creator of his own fate and existence environment?
