After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

By the development of economy and society and physical geography, the qualification has enough for economic integration in Panzhihua-Xichang region, we must think the Panzhihua, Xichang and Liangshan as one economy system so that to get integration development of economy in Panzhihua-Xichang region. The choke point of integration development is logistics, with the help of advanced idea and suitable strategy in logistics, the choke point will be removed.
