To acclimatize to the modern agricultural developing tendency, making use of overseas investment effectively is still an important means to relieve the lack of fund for agricultural development. Now, the agricultural development in Zhejiang province faces an intractable problem: how to use the overseas investment reasonably and effectively. Based upon the actuality of the agricultural utilizing of overseas investment in Zhejiang Province, the paper analyzes the insufficiencies in system and policy in this field; therefore it states the innovation mechanisms and countermeasures on how to deal with the problem.
