Study on the organization, management and supervision system for the rural wastewater treatment projects in China

In many villages of China, there are a series of problems with the rural domestic wastewater treatment projects, such as non-united organization, non-standard construction, unprofessional operation and lack of supervision. Based on the public property attribute of wastewater treatment facilities, an organization and management system was suggested which was led by the government. A comprehensive coordination office of a province or county was necessary to develop the rural wastewater projects. This office organizes several governmental departments to guide the rural wastewater projects, which includes Department of Housing and Urban-Rural Development, Development and Reform Commission, Environmental Protection Department, Health Bureau, Water Resources Department, Department of Finance and Agriculture Committee. Among these departments, the Department of Housing and Urban-Rural Development has the responsibility of guiding the plan, construction and management of rural wastewater treatment facilities, the Environmental Protection Department supervises the operation of these facilities and environmental quality. Effective organization and management system can ensure the sustainable development of rural wastewater projects.
