  • Abstract
    Given the condition of multi-demand sites, multi-variety emergency materials and roads with forbidden time window, the mathematic model and simulation model based on NCL are set up, and heuristic arithmetic based on POEM is designed in the paper. At last, the model and heuristic arithmetic are validated by an example and the satisfying result is gained.
