Abstract
Participation of society in the public policy is fairly recent, but there are many gains that can be obtained resulting from this process. So, the aim of this work is to propose a group decision model to support the actors involved in the participatory decision making process, reducing the conflicts and finding alternatives to solve the problem in water resources management. In this model we used the Strategic Options Development and Analysis (SODA) for structuring the problem and Promethee Group Decision Support System (GDSS) in the modeling phase, adapting it to the problem encountered. The model was applied to CELMM (Complexo Estaurino Lagunar Mundaú/Manguaba) Hydrographic Basin Committee, located in Maceió/AL, Brazil, structuring and modeling the group decision within a democratic process for the achievement of sustainable management.
