Abstract
The expansion of the capacity of public water supply systems is necessary in the context of urban growth and increasing demand. This expansion planning is a complex task, especially because it involves different stakeholders. When stakeholders participate actively in the planning process, it becomes a problem of group decision and the aggregation of individual preferences becomes a challenge. This paper presents a model that uses the multicriteria method ELECTRE III for ordering individual preferences regarding alternatives to expand the capacity of water supply system and the Copeland method for aggregating these preferences into a single structure that represents the group position.
