Firstly, answering the question, "What is e-learning?" is recalled. We focus on the character and trends of modern e-learning idea. Then, the question, "How to create a Web course as a good compensation way of traditional course teaching?", as a vivid case study, is addressed. After briefly introduced the background and situation of e-learning in China, strategies of speeding up e-learning in higher education fields are provided for reference in practice activities in universities in China.
