Abstract :
The Comprehensive Evaluation Method indicates a way to evaluate all the factors in the bidding document of highway engineering construction, focusing on how to keep the rationality of all factors´ weights. This thesis poses a practical way to determine the weights, considering the subjectivity preference of the tenderer, and based on multi-attribution theory. This method has been successfully exploited in the formulation of tender proposal in one bridge engineering of the developing zone of Yantai.
