Abstract
This paper discusses various aspects of OSHA rule making and rule interpretations in order to help the reader understand and implement the resulting rules. A number of the more controversial or confusing requirements of 29 CFR Part 1910 Section 269 Electric Power Generation, Transmission, and Distribution Standard are used to illustrate some of the available interpretation sources.
