Abstract :
This paper presents a kind of hierarchical support vector classifier (SVC) recognition system for the billet character recognition problem. The recognition system included extract key frames of the video, billet region location, image preprocess, character region segmentation and recognition approach. The results obtained from a database of 1500 images for train and test the character recognizer. The correct rates of the digit and the letter recognition are 99.9% and 99.2%.
