Abstract :
The present paper analyzes the negative influential factors of performance evaluation and ubiquitous software technology. The method of system engineering is used to settle the headache problems in practice. The paper forwards management research through empirical and theoretical analysis in the practice of Chinese performance evaluation. 9 Negative influence factors of evaluation or headache problems are listed. The paper also shows how to analysis multi-factors of evaluation with interpretive structural modeling (ISM) and gives the new method of computer arithmetic for multilevel system hierarchy. A Five-layer system about problems in performance evaluation is created, which involves some tough problems existing in the process of performance evaluation in China. Taking the performance management problems as orientation, the paper emphasizes particularly on the integrity and systemic of the problems existing in evaluation. The methods of new algorithm and negative impact factor analysis can be ubiquitous in requirement analyze of the evaluation software.
