Abstract
The paper proposes a hybrid image compression scheme which combines the resolution advantage of fractal image compression and the computational simplicity of motion vector compensation method. By experimenting on video conference image sequences, the block sizes and quantization are optimized, and performance factors are evaluated. With such images, the scheme can provide a compression ratio up to 70 while retaining excellent picture quality
