Multi-Banks´ Regional Headquarters is a kind of regional organization which is known from Regional Offices, Local Offices, Branches and Subsidiaries, and Regional Center. So it is different each other between their spillover mechanism to financial centers. What Multi-Banks´ Regional Headquarters improve the development of financial centers is very complex system which includes macro-subsystem and micro-subsystem. Macro-subsystem promotes the development of financial centers from financial market and human resource; Micro-subsystem forms spillovers to the financial centers from financial product innovation, organization innovation and management innovation. The complex spillover mechanism proposes some different questions to governments, banks and academia.
