Abstract
With the growing importance of cellular and PCS calls in our daily life, call origination success becomes of great interest. Due to the historical reasons of spectral allocation, different frequency bands are usually assigned for similar purposes. An example is the allocation of the cellular and PCS bands. As a result, multimode handsets that support different frequency bands are widely available. We study the policy with which calls are always originated using the strongest RF signal regardless of the default frequency band. This case is then compared with the current policy in which calls are always made using the default operator or frequency band
