Abstract
The characteristic equation for complex frequencies of a radially-two-layer dielectric cylindrical resonator bounded by conductive end walls was obtained. At filling of resonator internal layer by different substances, the expressions of eigen frequencies and Q-factors of resonators from internal layer radius are given in a millimeter waveband. The numerical research of the resonator characteristics is carried out for "whispering gallery" oscillation HE38 10. The possibility of such a resonator as a measuring cell for permittivity is shown for substances with both large and small losses.
