Abstract :
As digital technology evolves, the phenomenon of ldquomedia scramblerdquo has emerged, in that the unique areas and boundaries between the broadcasting and communications industries are disappearing. While the influence of traditional media such as newspapers and terrestrial TV weakens gradually, the Internet is drawing attention as a new medium. Based on the Internet, IPTV is emerging as a representative new medium that converges the traditional broadcasting industry and the communications industry, and can make a significant contribution to national industrial development. Since 2005, diversified efforts have been made to promote IPTV service. This paper describes the major policies related to IPTV thus far, their results, and the future plan. The study covers four main aspects of IPTV service - infrastructure, service, standardization, and QoS / QoE. It is expected that this study will be helpful in establishing the public policy or R&D required for IPTV enhancement throughout the world. In particular, QoE is an area that requires more R&D, through international cooperation and joint study.
