Abstract
Summary form only given, as follows. Building a PCS network infrastructure quickly is critical for the PCS providers´ success in the wireless market. Utilizing another network provider´s infrastructure may be an optimal solution for PCS providers to meet their network build-out demands dictated by the FCC license requirements and market competition. This paper presents the methodology and results of a market research study which was undertaken to determine the LEC wholesale service requirements of PCS retail providers. Steps taken in preparation for the market research included defining PCS in terms of wholesaling, identifying the PCS and user requirements, and developing a retail PCS provider business case
