Abstract :
Delays in accessing the service (delays in user/terminal authentication or call set up) and/or denial of service due to non-availability of resources (call blocking, hand-off failure) are key traffic performance parameters for PCS (personal communication service). These parameters will have a significant impact on the quality of service perceived by the end users of PCS. Suitable standards (target limits) for such traffic parameters are required to ensure user-acceptance of emerging PCS services. This paper summarizes the approach adopted by the ITU-T (ITU Telecommunication Standardization Sector, formerly CCITT) on developing traffic performance standards for Personal Communication Services. In ITU-T these services are being addressed as part of UPT (Universal Personal Telecommunication) and FPLMTS (Future Public Land Mobile Telecommunication Systems) standards. The former addresses the personal mobility aspects of PCS (for wireline and wireless access) and the latter addresses the terminal mobility aspects (wireless access)
