Abstract
The emergence of national and global information infrastructures (NII/GII) has been receiving considerable attention and emphasis across many domains, including both technical and political communities. The paper examines considerations for efficient integration of satellite and terrestrial PCS into the fabric of the NII and GII, with emphasis on interoperability among wireless systems themselves as well as with the other elements of the infrastructure. The objective architecture should constitute a seamless hybrid network
