  • Abstract
    The major focus of the paper is the design and control of micro/picocellular systems supporting real-time wireless connections subject to a guaranteed quality-of-service as defined by three metrics: call blocking, call hand-off dropping, and forced call termination probability. The authors introduce the notion of the cell-cluster and provide a model as well as an analytical methodology which can be used to design wireless micro-cellular networks (in terms of base station coverage), to allocate wireless spectrum (in terms of base station capacity), as well as to perform wireless call admission control such that once a call is admitted to the system, it will enjoy a predefined quality-of-service (in terms of call hand-off dropping and/or forced termination probability). This wireless call control policy is simple enough that a high rate of mobile connection hand-offs can be managed in a timely fashion
