Abstract :
The first step of total water pollutants control is regional allocation. It is a key problem to settle water pollutants regional allocation on the principle of equity. According to different principles of equity, the indexes were chose to reflect these principles based on economic and nature environmental factors. The information entropy was used for reference. Entropy method was used to get weight of all kinds of indexes, and weighted sum of information entropy of pollutants load per-unit of indexes were calculated. A goal-programming model was established for weighted sum of information entropy maximum. Projects of regional allocations were proposed by optimize equation with reasonable operational rule and constraints. This method was applied to allocate water pollutants for main seven valleys in China, and more reasonable projects were chosen though comparison.
