Abstract :
The basic ideology of constructing Steiner triple systems with order s×t is described. The edges matrix of a complete graph with arbitrary order v is defined. A method of constructing Steiner triple systems with order s×t is proposed. The entire procedure of constructing Steiner triple systems with order 39 is presented. The problems of both construction and enumeration Steiner triple systems with higher order are solved.
