Abstract :
We present a new policy which is optimal with respect to handoff failure probability and have the best channel utilization. In this scheme, the prioritization of the handoff calls in a queue is determined by their dwelling-time in the “handoff area”. Moreover, a original call queue can also be used in this scheme to improve the characteristic of the carried traffic and the original call blocking. The performance criteria of interest are handoff failure probability, original call blocking probability and carried traffic. The simulation results show its improvement over previous policies
