Abstract
This paper will focus on the "TU" portion; building IT infrastructure within the new California Energy Markets as implemented by the Northern California Power Agency (NCPA). NCPA is a Joint Powers Agency which acts as a Scheduling Coordinator on behalf of 16 Cities in Northern and Central California.
