Abstract :
With the rapid growth of urbanization, cities are stretching and expanding themselves, naturally followed by the risks and dangers in city operation, which poses an immense potential threat to its stable, proper and orderly operation. This paper will probe into the major issues confronting the municipalities, enterprises and the public. On the basis of the principle of """"Precaution goes first"""", we attempt to come up with a set of countermeasures in order to ensure safe operation of a city and to perfect the measures against risks and danger in the city under the normal circumstances with the aim to enhance anti-risk capacity.
