Abstract
This paper will focus on showing how PNMpsilas Small PV Renewable Energy Certificate (REC) Purchase Program is effectively meeting PNMpsilas Renewable Energy Portfolio (RPS) requirements while generating a high level of positive support for PNM throughout the local renewable community and from PNM customers. The paper and presentation will show how implementing performance-based incentives (PBI) for small scale PV systems is relatively easy, and produces real electric system benefits, such as reliable peak shaving and improved utility system utilization factor.
