  • Abstract
    Situation and threat assessment (STA), a decision-making level information fusion process, is the important precondition for combat resource allocation. Frequently, the veracity of STA is influenced by non-rational behavior caused by incomplete and uncertain information. In this paper, Cognitive theory is introduced into STA at the first time. Based on Weber-Fechner apperceiving law and golden division idea, certain and uncertain indices are perceived using intuitionistic fuzzy sets (IFSs) to evade non-rational behavior of commanders. Furthermore, an intuitionistic fuzzy compromised program is proposed to confirm the weight of the index, and integrate all indices. The implementation process of the proposed method is illustrated with a numerical example.
