Abstract :
Energy management systems (EMSs) suffer from poor external modeling during wide area event occurring in interconnected power systems. In order to improve this situation, an IEC61970 standard based hierarchical network remodeling system for electrical power control centers is designed in China. In this designed system, through a wide-area communication network, each underlying control center automatically exports its local network model based on CIM (common information model) as well as one-line diagrams based on SVG (scalable vector graphics) and transfers it to the superior control center. These are then merged online to form an entire network model in the superior control center to support secure operation of the whole power grid. External equivalent models can also be produced online in the superior control center and transmitted back to corresponding underlying control centers to improve the accuracy of the underlying EMS applications. In order to achieve high availability in operation with little manual attention required, some techniques about implementation of the remodeling system are proposed, such as reasonable selection of model boundary, resource renaming, CIM extension, CIM merging, SVG merging and organization, and comprehensive mechanism of model verification and maintenance. Functions of the designed system are mainly implemented and installed in the control centers of China Southern grid, and some test results from the field are reported to show the efficiency.
